In 2017, WBAL-TV 11 reported that the now-former Mayor of Baltimore, Catherine Pugh, stated that “Baltimore is a ‘welcoming’ city for immigrants, not ‘sanctuary.'” As a city that’s long been considered a melting pot of individuals from all walks of life, Baltimore has a vibrant community filled with residents and transplants alike. The Baltimore Police Department, per Policy 1021, is even instructed to provide services to all individuals within the city regardless of their immigration status. Policy 1021 in Baltimore City
According to Policy 1021, which was ordered in July 2020, administrative warrants issued by the U.S. Immigration and Customs Enforcement to arrest and seek removal of noncitizens may not be upheld by the Baltimore Police Department. Therefore, the Baltimore Police Department cannot use these administrative warrants to detain or arrest a noncitizen within Baltimore City who has committed an immigration violation.
Sanctuary City Status
The Center for Immigration Studies lists Maryland as having sanctuary cities in several counties: Howard County, Montgomery County, Baltimore City, and Prince George’s County as of 2021. This means that immigrants facing immigration enforcement have policies within these select cities and counties that protect them against ICE. Additionally, this means that within these select counties, Police Departments can refuse to comply with ICE, even if you are incarcerated.
