So, can this individual travel outside of Maryland and leave the country.  Can they get through customs at the airport?

While DUI warrants may not be a top priority for customs, any law enforcement officer who learns that you have a warrant is supposed to arrest you.

This individual should hire an attorney to have the warrant recalled and have a violation of probation set for hearing.  The decision whether to recall the warrant is up to the judge, but may be granted if an attorney is involved.

Bottom line: Just take care of this and move on with your life without having to constantly look over your shoulder for the day the police catch up with you.
